Carl Heininger is the Systems Engineering Manager of Cisco Systems for the Pennsylvania and Delaware Region. In this role, Carl leads a team that focuses on State and Local Government, K12 and Higher Education customers. Carl has more than 20 years in the technology industry, with a diverse range of experience, holding positions in sales, sales engineering, technology consulting, chief information officer (CIO), and senior network engineer. While working as a consultant for One System Consulting and Dellicker Strategies, Carl specialized in broadband deployment initiatives, with successful fiber build out into rural areas like Lycoming and Somerset Counties. In addition, Carl provided guidance in strategic planning, technology planning and budget development to government and educational entities. During Carl’s tenure as a CIO at Capital Area Intermediate Unit, he led a team of 35, successfully completing the first wide area network in K12 connecting 26 school entities in Central Pennsylvania over 45 Mbps ATM networks. This network was the first of its kind, utilizing high bandwidth to share applications, hosting, collaboration, and backups across separate entities. Carl’s work has now been replicated across the state and country through other broadband grants and initiatives. Carl believes education is one of many important keys to success and serves as an Adjunct Professor at Central Pennsylvania College and Harrisburg University, specializing in Systems Design/Analysis, Organizational Behavior/Leadership, and Network Infrastructure. Carl holds a Master of Science degree in Systems Engineering from University of Virginia and a Bachelor of Science in Business Administration from Central Pennsylvania College. Carl has held numerous technical certifications, focusing in network security and administration and has led large scale deployments of technology ranging from data center installs to Wide Area Network implementations. Carl’s project management experience is diverse, based upon systems thinking following a holistic approach to project completion. Prior to his career in technology, Carl worked for the San Diego Fire Department as a Beach Lifeguard and also served our country as an Airborne Cavalry Scout for the US Army’s 82nd Airborne Division. During his enlistment he participated in Operation Uphold Democracy, supporting U.S. political and military objectives to assist in a smooth transition for Haiti’s democratically elected president.
